the MAME emulator certainly supports it, if you can find the rom for it. there is the ancient EGA pc version kicking around the abandonware sites too.

Go the MAME version, it plays very nicely. Double Dragon II is also worth a go as well, especially as it was a bit too hard to be fun in the arcades. That said though both have dated rather badly.
