When you say ‘Place it onto a white BG’ – are you talking about an entirely different canvas? Cause I don’t think that will work…. If I’m understanding you anyway.
Once you resize (which I’d have done via the first step in the action, after ‘Open’ [not sure if there is a toggle to include Open by default in folder batch], you should just go to Edit -> Canvas Size, set that to 708x853 – you can continue the ‘Save for Web’ operation while the action is still recording.

How is your action failing?

“the end result is one file and one visible image - not sure what is happening.”
Is it by any chance the last image in the folder? If so, I’d assume its creating everything in the new file with the empty canvas…. And simply over-writing.

I’d expect the stack to go;
*START ACTION*
Open
Set background colour to white (for when the canvas size increased… it uses this)
Resize canvas
(I’d add in a tiny 10-15~ Unsharp mask here, because of downsizing shittyness)
Save for Web
Close
*STOP ACTION*
